In a significant move to empower rural women and promote entrepreneurship, Andhra Pradesh Chief Minister Nara Chandrababu Naidu launched the Pattabhi Sitaramayya Self Business Group (PS-SBG) scheme on November 21, 2017. This initiative, introduced in collaboration with Andhra Bank, aims to provide financial support to rural women aspiring to start their businesses, thereby fostering economic independence and community development. The PS-SBG scheme is designed to extend financial assistance in the form of working capital and term loans to self-business groups (SBGs) or individual members within these groups. Eligible beneficiaries can avail of loans up to ₹25 lakh without the requirement of collateral security, making it accessible to women who may not possess significant assets. The scheme was launched to commemorate the 138th birth anniversary of Dr. Bhogaraju Pattabhi Sitaramayya, the founder of Andhra Bank, and to celebrate the silver jubilee of the Self-Help Group (SHG) bank linkage program in India.
The PS-SBG scheme was initially rolled out in seven districts of Andhra Pradesh and two districts of Telangana. This targeted approach allowed for focused implementation and monitoring, ensuring that the scheme effectively reached its intended beneficiaries. The collaboration between the state government and Andhra Bank exemplifies a public-private partnership aimed at uplifting rural communities through financial inclusion. Chief Minister Chandrababu Naidu has been a staunch advocate for women’s empowerment, particularly in rural areas. He emphasized that the concept of Self-Help Groups (SHGs) was introduced to promote the welfare of women with minimal government interference, allowing them to take charge of their economic destinies. The transition from SHGs to SBGs under the PS-SBG scheme represents an innovative step towards enhancing the entrepreneurial capabilities of rural women.Naidu highlighted that Andhra Pradesh is the only state providing ₹10,000 to every woman in DWCRA and SHG groups, reflecting the government’s commitment to women’s financial independence. He expressed his aspiration for every woman to earn at least ₹10,000 per month, underscoring the importance of economic empowerment in achieving gender equality. The PS-SBG scheme has the potential to transform the socio-economic landscape of rural areas by enabling women to become entrepreneurs. Access to unsecured loans up to ₹25 lakh allows women to invest in various business ventures, from small-scale industries to agricultural enterprises. This financial support not only boosts individual incomes but also contributes to the overall economic development of rural communities. Empowering women economically leads to improved standards of living, better education for children, and enhanced healthcare outcomes. Moreover, women entrepreneurs often reinvest their earnings into their communities, creating a ripple effect that fosters sustainable development. The PS-SBG scheme is part of a broader strategy by the Andhra Pradesh government to support women and marginalized communities. For instance, the Deepam scheme was launched to provide LPG connections to rural women, aiming to improve health and reduce the burden of traditional cooking methods. Additionally, the NTR Bharosa scheme offers financial assistance to vulnerable sections, including the elderly, weavers, widows, and disabled individuals. While the PS-SBG scheme presents significant opportunities, challenges such as financial literacy, market access, and infrastructural support need to be addressed to ensure its success. Providing training and mentorship to women entrepreneurs can enhance their business acumen and sustainability. Furthermore, developing robust supply chains and market linkages will enable these businesses to thrive in competitive markets.
The launch of the PS-SBG scheme by Chief Minister N. Chandrababu Naidu marks a pivotal step towards empowering rural women in Andhra Pradesh. The scheme encourages entrepreneurship and economic self-reliance among women by facilitating access to substantial, collateral-free loans. This initiative benefits individual women and contributes to the socio-economic development of rural communities. Continued support, capacity-building, and infrastructural development are essential to maximizing the scheme’s impact and ensuring sustainable growth for women-led enterprises in the region.
